根据住房和城乡建设部《关于印发〈2021年工程建设规范标准编制及相关工作计划〉的通知》（建标函〔2021〕11号）的要求，标准编制组经广泛调查研究，认真总结实践经验，参考有关国际标准和国外先进标准，并在广泛征求意见的基础上，编制了本标准。

本标准主要技术内容：总则、术语、站网规划与布设、监测站建设、自动监测系统建设、信息监测、资料整编与刊印、信息服务系统建设、监测系统运行与维护等。

本标准修订的主要技术内容：

1.增加了站网规划、站网评价与调整基本要求，改建井相关内容，自动监测系统通信规约，人工水位监测与自动水位监测的记录技术要求，地下水水质采样、送检与检测的有关规定，水位资料插补与统计方法，地下水动态评价、预测预警与信息发布的基本内容与技术要求，地下水监测系统运行与维护主要工作内容及相关技术要求。

2.修订了站网布设原则与密度、站址选择原则、井深设计、井径与管材、附属设施、地下水实验站、传感器和遥测终端机、设备进场与安装调试、自动水位监测的比测误差、整编符号规定、日均水位计算方法、地下水信息存储与管理等技术指标和技术要求。

本标准由住房和城乡建设部负责管理。

现批准《地下水监测工程技术标准》为国家标准，编号为GB/T51040-2023，自2024年5月1日起实施。原国家标准《地下水监测工程技术规范》（GB/T 51040-2014）同时废止。

本标准在住房城乡建设部门户网站（www.mohurd.gov.cn）公开，并由住房城乡建设部标准定额研究所组织中国计划出版社有限公司出版发行。
