根据住房和城乡建设部《关于印发〈2008年工程建设标准规范制订、修订计划（第一批）〉的通知》（建标［2008］102号）的要求，中国建筑科学研究院和北京住总集团有限责任公司会同有关单位编制本规范。

本规范在编制过程中，编制组经广泛调查研究，认真总结实践经验，参考有关国际标准和国外先进标准，并在广泛征求意见的基础上，最后经审查定稿。

本规范共分16章，主要技术内容包括：总则、术语、基本规定、金属风管与配件制作、非金属与复合风管及配件制作、风阀与部件制作、支吊架制作与安装、风管与部件安装、空气处理设备安装、空调冷热源与辅助设备安装、空调水系统管道与附件安装、空调制冷剂管道与附件安装、防腐与绝热、监测与控制系统安装、检测与试验、通风与空调系统试运行与调试。

本规范中以黑体字标志的条文为强制性条文，必须严格执行。

现批准《通风与空调工程施工规范》为国家标准，编号为GB 50738-2011，自2012年5月1日起实施。其中，第3.1.5、11.1.2、16.1.1条为强制性条文，必须严格执行。

本规范由我部标准定额研究所组织中国建筑工业出版社出版发行。

3.1.5 施工图变更需经原设计单位认可，当施工图变更涉及通风与空调工程的使用效果和节能效果时，该项变更应经原施工图设计文件审查机构审查，在实施前应办理变更手续，并应获得监理和建设单位的确认。

11.1.2 管道穿过地下室或地下构筑物外墙时，应采取防水措施，并应符合设计要求。对有严格防水要求的建筑物，必须采用柔性防水套管。

16.1.1 通风与空调系统安装完毕投入使用前，必须进行系统的试运行与调试，包括设备单机试运转与调试、系统无生产负荷下的联合试运行与调试。
